优化 Windows 完整离线包：已有界面运行组件时不再重复展开，下载体积进一步减小。
修复与改进
- 优先使用电脑已有的 WebView2，仅缺少时才展开内置组件，避免额外占用约 798 MiB 缓存空间。
- 提高内置 WebView2 的无损压缩率，组件压缩体积减少约 15 MiB，保留全部运行文件。
- 明确下载选择：已有 WebView2 的电脑，使用标准 ZIP 也可完全断网运行。

升级说明
- 本次不更换官方内核和默认插件。完全离线使用仍需提前准备本地模型服务及模型文件。
正式成品已通过 Windows、macOS、Linux x64 与 ARM64 验收。升级会保留会话、设置、凭据、插件和工作区。

Changes
A smaller Windows complete offline package that avoids extracting another browser runtime when one is already available.
Fixes and improvements
- Use the installed WebView2 runtime first and extract the bundled fallback only when missing, avoiding about 798 MiB of additional cache space.
- Reduce the bundled WebView2 payload by about 15 MiB with stronger lossless compression, retaining every runtime file.
- Clarify download choices: the standard ZIP also works completely offline when WebView2 is already installed.

- The official core and default plugins are unchanged. Offline use still requires a prepared local model server and model files.
Stable artifacts are verified on Windows, macOS, Linux x64, and Linux ARM64. Upgrading preserves sessions, settings, credentials, plugins, and the workspace.

Run it once to create a movable DSH-Portable folder beside the launcher. Afterwards, start DeepSeek-Herness.exe inside that folder.
