QuotaPin 1.3.0

This stable release keeps the v1.2 account-row interface and promotes only the beta work that has an independent, bounded contract.

Windows 10 version 2004 or later is supported on x64. Windows 11 ARM64 runs the same x64 package through native emulation and is accepted by the release gate.

• Add optional account-wide burn pace and estimated runway modules. They use only official remaining-percentage history, wait for enough evidence, reset calibration at quota renewal, and keep uncertainty in hover instead of widening the row.
• Keep compact and localized time modules aligned to absolute timestamps, including live runway boundaries, so delayed renderer work cannot accumulate clock drift.
• Make built-in hover details more useful with localized reset context, forecast detail when available, and exact token totals from their existing sources.
• Keep stable update discovery stable-only. Betas remain exact-version installs and never enter the normal update picker.
• Preserve startup ownership across the verified Windows installer handoff so a failed replacement cannot silently disable automatic attachment.
• Require install, execution, and uninstall acceptance of the x64 Windows package on a native Windows 11 ARM64 runner before publication.

The 2.x multi-position interface remains a prerelease experiment and is not enabled by this stable release.
