What does this PR do?

We let the updates accumulate a bit! Let's merge and try to do smaller updates to main (whenever develop is stable).

CY updates and tests
Handling of missing tessera data
Tile cropping fixes
Minor updates encoder (wrapper).
Specify PL version
Specify dtypes
Add SatCLIP
Handle NaNs
Fix freezing of CNN layers

Before submitting
