Manually backports #75723 to wp/7.0

What?

The following error is occurring in the wp/7.0 branch:

Error: packages/editor/src/components/sync-connection-error-modal/index.tsx(70,24): error TS2554: Expected 2 arguments, but got 1.

This is likely because the wp/7.0 branch is referencing an older JSDoc type for useCopyToClipboard. Backporting #75723 (which migrates useCopyToClipboard to TypeScript) to wp/7.0 should resolve this type error.

This PR replaces clipboard.js with the native API in the useCopyToClipboard hook and migrates it to TypeScript. There are no changes to the functionality.

I believe the reason "Compressed Size" check and "Performance Test" are failing is because these CIs are using the base branch as well as this PR. Merging this PR into wp/7.0 should resolve this issue, so let's give it a try.
