xchain-sync v0.22.4

Hotfix patch train cut from v0.21.3.

Changed

  • Carried the armed oracle round time activation row from the indexer.
  • Synced the gate registry shared rows with the indexer registry.
  • Broadened the rollback sweep parity checks to accept bounded sweep queries.

This PATCH train arms no new height. It adds the PRICE_LANDING_CHAINS registry row and ships the strict same-chain landing gate (PRICE_LANDED_STRICT_ACTIVATION) unarmed on every network; every existing activation height is unchanged.
