Hotfix patch train cut from v0.21.3.

Changed

Carried the armed oracle round time activation row from the indexer.
Synced the gate registry shared rows with the indexer registry.
Broadened the rollback sweep parity checks to accept bounded sweep queries.

This PATCH train arms no new height. It adds the PRICE_LANDING_CHAINS registry row and ships the strict same-chain landing gate (PRICE_LANDED_STRICT_ACTIVATION) unarmed on every network; every existing activation height is unchanged.

The vendored registry carries the shipped mirror-admission and anchor-attestation barrier
heights. Activation modules and fingerprint tooling follow the consolidated consensus
layout, and carrier_logic_pin_ops --move can atomically re-pin changed carrier logic
while recording its path and hash transition.

The sync-owned DDL directory resolves to src/sql/ again after the database class moved into src/db/, so the service no longer dies at boot with ENOENT from verifySyncTables.

xchain-sync v0.19.0, part of the XChain Platform v0.19.0 train.

The follower halts at a platform-train boundary whose rule set this build lacks, before
writing the boundary block, and announces the pending verdict on /status; with this train
that boundary is testnet BTC 152787, carried in the TRAIN_ACTIVATION 0.19.0 row held
byte-identical to the indexer's registry part, with the identity pin re-derived to match.
The bridge lifecycle table and its rollback twin are mirrored and the replicated schema
version moves to indexer schema 11. Both replica key rebuilds now add the columns they name
so one startup finishes them, and a lookup-table repair retires a superseded local row whose
natural key blocked the source's row. Restructured under the platform code-structure
standard; consensus identity byte-identical and pinned.

The follower carries src/train_activation.js, the byte-identical twin of the indexer's
platform-train activation gate, held equal by the parity suite. A replica row shortfall
that survives consecutive equal-height count sweeps escalates once as a distinct
persistent-gap alert and is published on /status as replica_gaps, so a monitor can
alert on a follower that agrees on every hash while missing replicated rows. Replication
presents SYNC_UPSTREAM_KEY on every REST call and on the WebSocket handshake, separate
from the inbound SYNC_API_KEY that guards this process's own API. The reorg sweeps keep
a market whose side is the chain's native coin instead of deleting it as a dangling
ticker, so a replica no longer diverges from the source after a reorg.

Mainnet activation gates are armed at genesis under the 2026-09-09 ruling, the state-hash,
stake-weight collation and archive rollback scope twins included, and ClientRollback now
demands a network. The ATTEST batch-head verdict flip is carried on the forward channel, so
a follower is not asked to hash a parent row it was never sent. A from-zero lookup repair
strict-checks SHOW WARNINGS, and a ServerPoller cursor read fails closed so a source
database outage counts as a poll failure instead of reading as an idle chain. This half of
the archive key repair must be live before the indexer half.
