This seems wrong. In game i can't find any way for Illrigger (regardless of subclass for that matter) to burn seals as a part of another attack, let alone make it so that i burn them exactly when i use my guaranteed critical. I thought it could mean to force critical on burning stacked seals, but you can't use Honey-Sweet Blades to make burning seals forced critical either, so i'm not sure what this part was supposed to be.

You are right, and thanks for the precise report — that line was simply wrong.

The forced critical from Honey-Sweet Blades is an interrupt that fires on an attack roll (OnPostRoll, gated on HasInterruptedAttack()), so it can only ever apply to a weapon attack. Burning seals is a separate spell cast that makes no attack roll at all — its damage is dealt when the seal status is removed from the target — so it can never be a Critical Hit, and the Honey-Sweet Blades charge can never be spent on it. There was no hidden interaction to find: the wiki was describing something the mod does not do.

The page is fixed in e42b3f9ddd68d918b4bc6e60262e3c1f863ad279. That playstyle step now describes stacking seals on the Charmed target and burning them all at once, and the Honey-Sweet Blades section states explicitly that it does not apply to seal burns.
