fedcode-next: Expose advisory todo count and curating advisories in API response

Each advisory should include number of associated problematic issues as todo_count. Additionally, add an is_curation field to advisory response to indicate whether the advisory is a curation advisory. If is_curation is true, the response should also include list of advisories being curated.
