v5 LSA Changes Effective 11‐1‐2023
The TrackingMethod column has been removed from Project.csv. The ProjectType for night-by-night shelters remains 1; ProjectType for entry/exit emergency shelters (i.e., shelters with a TrackingMethod of 0) is now 0.
LSA logic associated with entry/exit and night-by-night shelters has not changed. Most of the logic associated with project type described in this document and used in the sample code already used LSAProjectType (with the same values of 0 for night-by-night and 1 for entry/exit shelters), so the impact of this change is minimal.
To accommodate the addition of the _RRHSubtype _column to Project.csv – but to avoid more complex descriptions of logic – a new LSAProjectType of 15 is used to refer to RRH: Services Only (RRH-SO) projects. Affiliation.csv has also been added to the PDDE files included in the LSA upload. All LSA reporting on RRH in existing columns is limited to ‘RRH: Housing with or without services' (RRHSubType = 2).
People served in ‘RRH: Services Only’ (RRHSubType = 1) are included in the LSA as follows:
In LSAPerson:
- HHTypeRRHSONoMI and HHTypeRRHSOMI columns specify household types in which people were served in RRH-SO projects without a move-in date or with a move-in date, respectively.
- RRHSOAgeMax and RRHSOAgeMin columns specify the maximum/minimum age at the later of ReportStart and EntryDate for any RRH-SO enrollment.
- For RRH-SO clients who were in ES/SH or on the street at project entry, all dates between Approximate Date Started and the earliest of move-in, exit, or report end are counted in determining chronic homelessness.
In LSAHousehold:
- There are two new columns (RRHSOStatus and RRHSOMoveIn); the logic for these is consistent with the logic for EST/RRH/PSHStatus and RRH/PSHMoveIn, but specific to RRH-SO.
- There is no count of days enrolled in RRH-SO projects; enrollments are excluded from RRHPreMoveInDays, RRHPSHPreMoveInDays, or RRHHousedDays.
- RRH-SO is excluded from System Path reporting.
LSAExit has two new values in the ExitFrom column: RRH-SO after move-in to PH and RRH-SO without placement in PH.
The HMISParticipation.csv file has been added to the PDDE files included in the LSA upload. Enrollments are now included in the LSA regardless of HMIS participation status. Enrollments with entry and/or exit dates that are not consistent with guidance for how to handle changes in HMIS participation status are counted in project-level data quality counts.
The HMIS Data Standards update to 3.15 Client Location impacts LSA logic in the following sections:

The 2024 HMIS Data Standards combine race and ethnicity data elements. Consistent with this change, LSAPerson includes a new column called RaceEthnicity; and LSAHousehold and LSAExit have a new column called HoHRaceEthnicity. The separate **Race **and **Ethnicity **columns have been removed. There are also changes to the population groups for averages and counts in LSACalculated.
The logic for reporting on gender in LSAPerson has been updated to incorporate HMIS data standards changes and additions to the response categories. In addition, population groups have been updated for counts of people by gender for report row 55 in LSACalculated.
The LSA has been updated to incorporate changes to 3.917 Prior Living Situation and 3.12 Destination. In addition, the LSA rollup categories for Living Situation and Destination have largely been eliminated in favor of a more granular approach. Specifically, these changes impact:
- EST/RRH/PSHLivingSituation and EST/RRH/PSHDestination in LSAHousehold
- ExitTo in LSAExit
- Report rows in LSACalculated for average number of days to return by destination
To facilitate using LSA files to populate (in limited cases) the sheltered PIT counts of adults, there are new columns in LSAPerson:
• For counts of adults with HIV/AIDS, Serious Mental Illness, and Substance Use Disorder, SMI, SUD, and **HIV **columns have been added to LSAPerson
• For counts grouped by household and project type, HHTypeES, HHTypeSH, and **HHTypeTH **columns have been added to LSAPerson.
• RaceEthnicity and Gender, which were previously only reported for adults and heads of household, are now reported for all people.
The values 4, 5, 6, and 9 have been added to the list for the HHChronic column in LSAHousehold and LSAExit.

Previously, the only options for HHFleeingDV, which identifies households fleeing domestic violence, were Yes (1) and No (0). This has been expanded to include a category for Domestic Violence Survivors Not Identified as Currently Fleeing (2).
