Brief summary of changes

The intention of this PR is to have a complete test of the functionality of data_entry and the new view_instrument_data permissions proposed in PR 9762

This ended up on two branches because #9762 is not merged.

• checkout addViewPermission2 remote branch

and test.
I'd like to update the .md once the full functionality of both permissions is tested with all configurations and additional permissions.

@adamdaudrich I haven't been part of the conversation re #9762 -- what the number of the Issue which that PR is trying to solve?
It sounds like this should be named/labelled as a Documentation PR following up on that issue/PR, no?

@christinerogers The objective is a full test of instruments on both permissions (view, and edit). So the plan will encompass every nook and cranny of every functionality and configuration.
