Increase timeout when BLT is waiting for the PHP webserver to start from 10 seconds to 60 seconds.
Steps to replicate the issue:
Certain customers on Pipelines and Travis CI have tests failing sporadically because BLT times out waiting for the internal webserver to spin up for Behat and frontend tests.
Normally, it takes ~5 seconds to start the server. But if the CI services are having capacity / performance issues, this can jump to 10-15 seconds. Increasing the timeout seems like a pretty reasonable solution.
Obviously this is a little hard to reproduce on-demand.
Steps to verify the solution:
For those customers that were having issues, observe that after applying this patch, the timeouts stop occurring.
