fix(da-title): show static unsaved (!) cloud on config view - #1193

Config has no auto-save, so the pulsing cloud_refresh indicator wrongly implied changes were being saved. Show the cloud + ! error icon as a static "unsaved changes" cue for the config view instead. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
