ActionButton Focus-ring Active state visual issue

Description

ActionButton active state with focus-ring seems to shrink the focus-ring.

Steps to reproduce

1. Go to a github artifact version of the v3 spectrum css docs, like
   https://opensource.adobe.com/spectrum-css-vr-results/0dbe3ba-result-2020-05-27_22-13-44/dist/docs/label.html
2. Click on"Action Button" component
3. Tab to an action button.
4. See focus-ring
5. Press and hold "spacebar" key.
6. Observe that the focus-ring seems to loss a pixel to the button.

Expected behavior

The focus-ring not to change size.
