Fix stalled-message recovery and bounded workflow context

  • Process long and busy conversation histories in bounded pages while preserving exact cancellation, completion and recovery coverage.
  • Continue conversation and candidate batches fairly, and inspect source links without a lifetime task-count cutoff.
  • Stream large response bodies without blocking ordinary conversation context, message admission or notification receipt checks.
  • Bound recovery and goal-handoff context while retaining access to complete durable evidence.
  • Preserve safe recovery decisions and abnormal-exit diagnostics, including explicit limits on signal attribution.
