fix: BackendGate must call startBackend() IPC to launch backend

ROOT CAUSE: Packaged app never started the backend binary!
BackendGate.tsx only polled checkHealth() but never called
startBackend() IPC — so the backend binary was bundled but
never actually spawned.

Fixes:
1. BackendGate calls window.imageTraceDesktop.startBackend()
   first, which triggers startBackendInternal() in main.js
2. API_BASE_URL is now dynamic via setApiBaseUrl() so the
   frontend uses the correct port when backend starts on a
   random port in packaged mode
3. In browser dev mode (no Electron), falls back to polling
   localhost:8000 as before
