The squash merge of #34 (users proto) accidentally removed
proto/agynio/api/tenants/v1/tenants.protowhich was added in #35. This happened because the users branch was based on a commit before #35 merged.This PR restores the tenants proto file. Once merged, the buf-publish workflow should succeed.
