Tool Substitution
MineColonies builders ask for tools by tier, and the tier they ask for is not always the tier they can use. A level five builder with an empty toolbox will happily put a wooden pickaxe on their request list. Sending them exactly that is technically correct and practically useless.
ColonyLink can substitute a better tool from your network, picked to match the builder's level.
When a builder requests a tool or a piece of armor, the mod looks at what your ME network has, checks the builder's level, and sends the best item they can actually use rather than the literal item on the list.
Enchantments are taken into account. By default the mod respects the level cap MineColonies applies to enchanted gear, so it will not hand a level one builder something they are not allowed to equip.
As of 1.6.4, substitution applies to the Priority Request line only. The resource list shows and sends the exact item that was requested.
This is controlled by [tools] tool_substitution_in_list, which defaults to false. Set it to true if you want the old behaviour where the list substitutes too.
The reasoning is that the Priority Request line is where the "builder asked for a wooden pickaxe again" problem actually shows up. In the resource list, seeing one item and receiving another is more confusing than helpful.
All of these live in the [tools] section:

Substitution is disabled entirely in WAREHOUSE delivery mode. See Delivery Modes for why.
Some building schematics require an exact tool tier rather than "this or better". A mine upgrade might specifically want an iron pickaxe. Substitution optimises upward, so it will offer something better, and the schematic will not accept it.
This is not currently handled. If you hit it, send the exact tool manually. Turning enable_tool_upgrade off is the heavier option if it bothers you often.
