Official release for SmokeFramework 2

This release of SmokeFramework provides compatibility with Swift 5.0, Swift 5.1 and Swift 5.2 using SwiftNIO 2.x.

1. Migrate to swift-nio 2.x.
2. Adopt swift-log for logging
3. Adopt swift-metrics for metrics.
4. Provide extension points for basic tracing.
