Add `tdsodbc` to Docker image `RUNTIME_APT_DEPS` for Sybase compatibility

Description

My requested feature is simply to include tdsodbc in the RUNTIME_APT_DEPS list within the Dockerfile so that the image will include the libtdsodbc.so driver needed to use TDS protocol (provided by freetds-bin) with ODBC connections (managed by unixodbc).

Installing tdsodbc would improve Airflow's compatibility with Sybase databases.
