What this PR does
This PR introduces Hindi translation agent skills for Apache Airflow.
It adds:
SKILL.md)locales/hi.md)Source of terminology
The Hindi locale skill is derived from the existing Hindi UI
translation guidelines:
airflow-core/src/airflow/ui/public/i18n/locales/hi/README.md
The content has been converted into concise, rule-based
agent skills to support automated and LLM-assisted translations.
Why
As part of the new Agent Skills framework, translation rules need to
be structured in a reusable format so automated tools can apply
consistent terminology without relying on prompt-based instructions.
