Cherry-pick of #61917 for the Airflow 3.2.2 patch release.
Previously parked because it depended on #65276 (
_configure_async_sessionengine_argsblock). Now that #66866 (#65276 backport) has merged to v3-2-test, this cherry-picks cleanly with no conflicts. Auto-merge across all 12 files (settings.py,utils/db.py,utils/db_manager.py, fabmodels/db.py,migrations/env.py, version_compat, tests, and task-sdksupervisor.py).Was generative AI tooling used to co-author this PR?
