Closing — v2-11-test is in maintenance mode, and these dev-tooling updates
(filelock, packaging, pathspec, trove-classifiers, virtualenv, pytest, click,
jinja2, requests, python-on-whales) aren't critical for a 2.11 release. CI is
failing on an unrelated branch issue (azure-batch's BatchServiceClient was
removed upstream and airflow/providers/microsoft/azure/provider.yaml pins
only azure-batch>=8.0.0), so rebasing this PR wouldn't help on its own.
