Fix dynamic glue rule set recommendations sensor config

Follow-up to #70801

Niko was on the right track but the test is still flaky because the operator has wait_for_completion = False, meaning the test occasionally also fails at the sensor for the same reason. Applied his fix to the sensor as well.
