RFE: ability to set initial dispersion / DNS answers as a relative value

As a user of Traffic Control, it would be useful to be able to set initial dispersion for HTTP-routed services, and max DNS answers for DNS-routed services, to be a percentage (or some other value) that is relative to the size of the cache group. That way, large (high-volume) cache groups can have a larger initial dispersion than smaller cache groups. This way we don't have to jeopardize cache efficiency on small cache groups in order to satisfy horizontal bandwidth scaling needs for larger cache groups.

I think this could be accomplished by allowing either a number or a percent as the initial dispersion, then Traffic Router could convert percents to numbers on-the-fly as they come in through the configuration, once it knows the size of the cache group. Then most of the logic could stay the same.
