Add Traffic Ops Legacy Profile Import

Traffic Ops should have a new endpoint, for importing the old "export profile" format. Just so people with exports in the old format lying around can easily import them into a new Traffic Ops.

Ideally there should be both an API endpoint, and a UI page for this.

The endpoint/UI should probably also take parameters, for which old version. Right now we only have one legacy format, but there could be more if we change formats again in the future.

I'm hoping at this point there are no "old" export profile formats laying around. :) What do you think @rob05c ? can we close this?
