TO OAuth uses Access Token, not ID Token #7626

This Bug Report affects these Traffic Control components:
- Traffic Ops
What did you do?
Tried to log into Traffic Ops using Microsoft OAuth, using oauth_user_attribute onpremisessamaccountname.
What did you expect to happen?
Signing in successfully
What actually happened?
TO does not find the attribute

Our OAuth implementation checks access_token, which is incorrect. It should be using id_token, which is standard for OAuth.
