What does this PR (Pull Request) do?

• This PR is a follow-up to Use prebuilt images to build Traffic Control components #4639 and makes the repo use the prebuilt builder images that the Docker Hub generates when git refs are pushed to apache/trafficcontrol.
• This PR is not related to any Issue

What is the best way to verify this PR?

• Build RPMs for CDN-in-a-Box and verify that the RPMs that the CiaB dockerfiles expect are found and that it runs as expected
• Verify that the RPMs that CDN-in-a-Box does not currently use are still generated
• Verifying that the source is still tarred and gzipped

If this is a bug fix, what versions of Traffic Control are affected?

Not a bug fix.

• The builder images do not have tests
• This PR changes image tags only, no additional documentation is necessary
• An update to CHANGELOG.md is not necessary
• This PR includes any and all required license headers
• This PR does not include a database migration

Built the RPMs, started CiaB, confirmed that the 'readiness' container exited successfully after curling DS content.
