This PR fixes #7238 by making CDN in a Box work on M1 Pro Macs without modification.


Which Traffic Control components are affected by this PR?

  • CDN in a Box

What is the best way to verify this PR?

  • On an M1 Mac, try to build CDN in a Box, specifically the enroller and trafficops services
  • Check the status of the CDN-in-a-Box CI GHA workflow to verify that it still works for x86_64

If this is a bugfix, which Traffic Control versions contained the bug?

LGTM. Was able to build CiaB on M1 and all of the components function without making any file changes.
