Cursor baseline: 0.15.5. PR #56.

The runner removes inherited DEVIN_REFUSAL_FALLBACK from Devin child environments. That inherited variable can no longer enable model substitution outside the assigned route. The parent environment, pinned model, billing controls, and permissions are unchanged.

Original validation and review. The release package tree matches the tested PR candidate 4c536988f1e71a7652197e8f8dd5e7531c43ccb9 exactly.

Known limits

Tests verify removal of the inherited control and successful worker execution. They do not induce a real provider refusal or fallback.
