Consolidated owner-input boundary

No owner input is needed to finish the local/public P0 controls, author/review task dossiers, publish them through the existing 58 issues, or prepare host-independent fictional/synthetic work after the owning task passes council readiness.

The following actions block only their named future lanes:

1. P0-OA-001: create the complete private deployment-authority record and return only its opaque public-safe ID/scope/window/reviewer/pass-fail attestation.
2. P0-OA-002: provide the complete private Project-workflow configuration and rollback capture, or perform/attest the containment changes, before any non-delivery issue is created.
3. Confirm the approved private mechanism for any R0 MFA/credential action when the live lane reaches its evidence-ready step; do not send a secret in a public message.

All other listed actions are requested early for planning visibility but are not needed for current local/public P0 remediation. Never send a credential, private target, authentic content, or recovery value in chat or a public artifact.
