Clicking on Audio Clip in Timeline can produce Unwarranted Seleciton

Bug description

If the User clicks on the timeline with an audio clip available, sometimes it can result in a very small unwarranted seleciton. This most probably happens due to micro-drags while pressing on the timeline.

This does not occur every single time you click on the timeline, but it does happen frequently enough to be noticable.

Steps to reproduce

1. Launch Audacity
2. Create new project
3. Generate a Stereo or Mono Clip
4. Click anywhere in the clip on the timeline
5. Press 'Play'
6. Observe result

Expected behavior

The User can never create an unwarranted selection on the timeline by clicking somewhere in the audio clip.

Actual behavior

Sometimes, the User can create an unwarranted selection on the timeline by clicking somewhere in the audio clip.
