Ecosystem pipeline decisions

Each retained decision has a stable heading slug. Ecosystem owns the reusable pipeline; project-buddy owns its product, site and target rules. Root AGENTS.md sets source contribution rules. The design and shared job/session contract describe the caller-assigned pipeline, not a claim about an operator's installed version.
