Allow job to timeout after specified interval

This releases addresses a problem where job gets stuck and doesn't come out of execution. With this release we should now be able to set job_timeout from scheduler while creating batch (120 mins by default). Job will show as errored if it crosses job_timeout time. It is expected to find out the average time of job execution and put in job_timeout so that other jobs are not held in queue for long.
