v0.2.0 — Frozen Public Release

Manuscript Exit（留保15件の全数決着）を経た公開固定版（Frozen Public
Release）です。実データ移転の検証（BIRD-1）はモデル呼び出し0回のまま
測定前監査で終了し、経緯は notes/bird1-preflight-closure-20260828.md に
あります。全版を束ねるDOIは 10.5281/zenodo.22090097（本タグに対応する
Zenodo新版は別途発行）。

This is the Frozen Public Release of the RoT discussion paper, following
completion of the manuscript-exit review (all 15 reservations resolved as
explicit limitations). See paper/CHANGELOG.md for the declaration.

Simplify CITATION.cff so Zenodo's loader accepts it

Both archived releases failed with "Citation metadata load failed".
The file validates against the CFF 1.2.0 schema, but Zenodo's loader
is known to reject a license list; the dual Apache-2.0/CC-BY-4.0 entry
is the prime suspect. The license field now carries the single code
license, the dual licensing moves into the abstract, and the em dash
in the title becomes a hyphen to remove the remaining edge case.

Add CITATION.cff ahead of the first archived release

GitHub renders the citation box from this file and Zenodo reads it as
deposit metadata. The DOI field gets filled in once the first release
is archived.
