chengdu v0.0.2-rc2

Prebuilt pandaPI planner binaries for Linux (x86_64) and macOS (Apple
Silicon), built and gate-verified by chengdu's CI from pinned upstream
sources. See https://github.com/billosys/chengdu for the build scripts
and design docs.

Compatibility

• Linux: glibc 2.35+ (x86_64) — built and verified on ubuntu-22.04.
• macOS: macOS 15+ (arm64, Apple Silicon).

pandaPIparser and pandaPIengine are BSD 3-Clause throughout.
pandaPIgrounder links h2-fd-preprocessor (GPL-3.0, derived from
Fast Downward) alongside BSD-licensed cpddl/boruvka — see

for the evidence-based linkage audit backing this release.
