v0.0.11: Update Dockerfile to use .NET 9.0

The Dockerfile has been updated to use .NET 9.0 instead of .NET 7.0.
Specifically, the base image has been changed from
`mcr.microsoft.com/dotnet/aspnet:7.0` to
`mcr.microsoft.com/dotnet/aspnet:9.0` and from
`mcr.microsoft.com/dotnet/runtime:7.0` to
`mcr.microsoft.com/dotnet/runtime:9.0`. Similarly, the build image
has been updated from `mcr.microsoft.com/dotnet/sdk:7.0` to
`mcr.microsoft.com/dotnet/sdk:9.0`.

v0.0.10: Update target frameworks and package versions

Updated target frameworks to net9.0 in KubeSharpOperator.csproj and TestJob.csproj. Upgraded KubernetesClient package to 16.0.2 and Microsoft.VisualStudio.Azure.Containers.Tools.Targets package to 1.21.1. Refactored kube.cshtml.cs to use CoreV1 property for listing namespaces and pods. Modified IsRunningInKubernetes method to use System.IO.File.Exists.
