The Dockerfile has been updated to use .NET 9.0 instead of .NET 7.0.
Specifically, the base image has been changed from
`mcr.microsoft.com/dotnet/aspnet:7.0` to
`mcr.microsoft.com/dotnet/aspnet:9.0` and from
`mcr.microsoft.com/dotnet/runtime:7.0` to
`mcr.microsoft.com/dotnet/runtime:9.0`. Similarly, the build image
has been updated from `mcr.microsoft.com/dotnet/sdk:7.0` to
`mcr.microsoft.com/dotnet/sdk:9.0`.
