Fleet Runner v0.8.19

One substrate. Every agent runs in a terminal Fleet Runner owns. The zellij fallback is gone.

• Fleet Runner no longer tries to bring up a zellij session on boot, so the "Could not bring zellij up" notification is gone for good.
• A prompt for a project with no running agent is refused with a clear reason instead of being typed into a guessed terminal tab; the cloud starts the agent for you.
• Agent installers run in an owned terminal too, so you can watch them from the web terminal.
• The Restoration section of Settings → Agent is gone with the cold-start it configured.

Breaking

• FLEETCROWN_RUNNER_PTY is ignored: there is no zellij mode to force any more. Agents that were driven in your own zellij tabs are not seen by Fleet Runner; dispatch them once to move them into an owned terminal.
• The focus_tab command is retired. Watch the agent in the web terminal instead.
