Fleet Runner v0.8.20

Follow-up to 0.8.19. No behaviour change for a running fleet.

• The retired focus_tab command is now refused at the door: it no longer exists in the command contract, so nothing can enqueue it and the runner has no case for it.
• Runner and desktop descriptions say what the app is now: the FleetCrown desktop agent runtime that owns the agent terminals on this computer.
