The chatgpt_codex provider was not setting
tool_choiceorparallel_tool_callsin the Responses API payload. OpenAI's Codex CLI sets both explicitly (tool_choice: auto,parallel_tool_calls: true). Without these, models like codex-mini-latest may not engage tool calling reliably.Adds both fields when tools are present in the request.
