First release to PyPI.

lazpy reads and writes LAS and LAZ point clouds. Point reading is
dependency-free; numpy is needed only for the array API (Reader.arrays()
and Reader.xyz()) and pyproj only for Reader.crs and Writer(crs=...),
and both are imported on use rather than on import.

Wheels are published for CPython 3.10 through 3.14 on manylinux and
musllinux (x86_64 and aarch64), macOS (arm64 and x86_64) and Windows
(AMD64), alongside an sdist that carries the C sources, the test suite and
the test data so it builds and tests from scratch.
