Sync chain only worked for bookmarks, passwords not syncing

Description

Installed Brave on a new device and tried syncing my old browser but it did not work. I am more interested in my accounts and passwords which did not sync at all.

Steps to Reproduce

1. Install Brave on new device (win 10)
2. Brave on old device -> Settings -> Sync -> create sync chain and copy 25 word password
3. Brave on new device -> Settings -> Sync -> start sync using copied password from old device (25 word password)
4. Select "Sync Everything"

Actual result:

I only got my bookmark bar synced. No history, no passwords, no settings

Expected result:

Should sync all the above

Reproduces how often:

Every time

Brave version (brave://version info)

Brave is up to date on both machines
Version 1.48.158 Chromium: 110.0.5481.77 (Official Build) (64-bit)

@IsslamEl , did you check the old device if it has sync everything option on or off. or any other device in the sync chain has the option enabled

@IsslamEl the device you're syncing to is going to need to have the other types enabled too. Can you confirm that is the case?

I experience this periodically on different devices to this day, there doesn't seem to be any solution other than maybe uninstalling and reinstalling the browser, I've had limited success with that in the past.

The root of the issue seems to stem from installing via snap, I don't recall if I've ever ran into this problem when installing via apt.

I have this same problem with three instances of brave running inside flatpak, set up to sync with each other. Password sync plain doesn't work. No passwords ever sync. Settings sync seems unreliable, with some toggled settings seeming not to sync either. Theme sync and extension sync seems to work. In overall, there seems to be some deep-rooted reliability issue going on somewhere.

EDIT: leaving/rejoining the sync chain with a passphrase worked to restore it, but it shouldn't have fallen off to begin with
