Closeout for handle sirdeggen/496fd815-0f30-48ff-ac92-aacdf30045b2.

Completed: 12168e7 merges main (5a600ef, published-version sync #1073) into #819. The three Toolbox release-note entries now use publishedVersion 2.14.9 and releaseType minor, with regtest-only text. package-api-migrations.md is regenerated, and the PR description's version and head SHA are updated. I notified #1070.

Validation (local): format:check, docs:facts, wallet-toolbox build and typecheck, and health:check pass. main's merged changes are release metadata only.

Pending: CI on 12168e7 and 1 approving review. The 2.14.9 hold is lifted. No successor handle.
