🏷Notes on versioning and release procedure

We skipped the v3.7.23 release, because there was an issue with jitpack which is used to include the frontend in the release: #9199. We fixed this and made a new v3.7.24 release that includes frontend changes from both v3.7.23 and v3.7.24.
