Release prep for v3.1.0: adds the CHANGELOG entry for the embedded runtime PHP-FPM autotuner (global.fpm_tune) and updates the README feature bullet to describe boot-time seeding plus runtime refinement. Docs only; no code changes. Cutting the tag once this is on main.
