v3.0.0 — stache warm duration in seconds, on telemetry 3.0

A major because the metric changed unit. cboxdk/laravel-telemetry 3.0 put
every duration in seconds, per the semantic conventions, and this package
follows — an install still emitting 2.x telemetry will not resolve this
version.

Breaking

• Requires cboxdk/laravel-telemetry ^3.0.
• statamic.stache.warm is recorded in SECONDS, not milliseconds. The
  value is divided at the record call, so the number moves with the unit
  rather than being relabelled. Any dashboard, alert or recording rule
  reading that metric needs its threshold divided by a thousand; nothing
  warns at runtime, because a duration that is a thousand times too small
  is still a valid duration.
