Proportional blocker admission for HappyCodex.

  • Grounds blockers and required coverage in supported paths and real Outcome, preservation, workflow, or material safety requirements.
  • Keeps the bounded repair/replacement review ladder and one-shot external-effect semantics.
  • Adds a closed 29-scenario evaluator matrix covering both material blockers and non-blocking incidental concerns.

Validated with 103 tracked offline tests, Skill and plugin validators, and a fresh blocker-only Exact-final GO for b04ca81.
