Unifies the state machine across the CLI and the MCP server (field-report item P4.7). papercheck scan and papercheck segments now advance the shared, persisted audit state (auto-initializing if needed), so an agent can start at the CLI and switch to the MCP server without hand-advancing stages. Adds AuditState.ensure_at_least for idempotent forward advances. See the changelog.
