The v5.0.0-rc.1 release was withdrawn, so return the version to the dev line. dev.137 was the last dev before the rc, so the next is dev.138.

package.jsonandsrc/jetstream/VERSIONon develop pinned at rc.1. Return the version to the dev line — dev.137 was the last dev before the rc, so this sets dev.138.
