- Artifact operations now find exact-name matches across paginated results, including artifacts beyond the first page.
- Artifact listings retry after rate-limit and server errors. If repository-wide listing still fails with a server error, listing can fall back to artifacts from the current workflow run when available.
- Other failures, including authorization and transport errors, are returned without fallback.
- Artifact listings continue to exclude empty or out-of-prefix keys and sort results newest first.
